How to Persuade the Young and Healthy to Sign Up for Health Insurance

One main challenge to expanding the number of Americans with health care coverage and keeping premiums affordable for people with chronic or serious illnesses has been persuading young and healthy adults to obtain policies. A value-based insurance design can be used to bolster enrollment and lessen the tendency for people to skip care when they haven’t met their deductible by defining high and low value services and tailoring plans to individual enrollees.
